Budgets are important as it tells the filmmaker how much money he needs to make the film. Without a budget the filmmaker wouldn't have an idea how much he needs and therefore might not get the amount of money he needs.
A script is important as it lets the actors know what to say and do in the film, it also says sets the scene for each act. A script is vital to pre-production as it immediately gives the actors acknowledgment of what they're going to say and when they need to say it.
